This is the decrease or elimination of an excising condition. Excising conditions are those that relate to the amount of business done.

For example, abatement of an excise tax means to reduce or get rid of a tax that is tied to the amount of rents received from an apartment building.

Abatement is generally a good thing because it lowers the taxes a property owner must pay.
